State Proposal to Nullify Federal unconstitutional behavior

(State) Constitutional Enforcement Act

Thomas Jefferson correctly depicted the proper constitutional balance of power when he said: 
"The several States composing, the United States of America, are not united on the principle of unlimited submission to their general government; but that, by a compact …they constituted a general government for special purposes — delegated to that government certain definite powers, reserving, each State to itself, the residuary mass of right to their own self-government; and that whensoever the general government assumes undelegated powers, its acts are unauthoritative, void, and of no force:" [1] (emphasis added)
He then went on to state the proper constitutional response to the federal usurpation of power:
"That in cases of an abuse of the delegated powers, the members of the general government, being chosen by the people, a change by the people would be the constitutional remedy; but, where powers are assumed which have not been delegated, a nullification of the act is the rightful remedy:" [2] (emphasis added)
Every elected local, state, and federal official swears to uphold the Constitution which secures the liberties of both the people and states by severely restraining the federal government to its defined and definite responsibilities.  It's incumbent upon all elected representatives to nullify [refuse to authorize, implement, or enforce] unauthorized federal dictates forced upon the people or the states.  Anything other than nullification will be enforcing tyranny rather than securing constitutional rights.
